Lets try one more thing. From your comments here,

Also received a 1.44 MB disk called "Microsoft Windows 98 Second Edition For Distribution Only with a new PC"

are you installing windows 98 or windows 98 SE? If your disk says windows 98 perhaps you were sent the wrong boot disk and it is looking for 98se. Go here startdisk.com and download the 98 bootdisk from the left pane to a floppy and reboot your computer with the new bootdisk in A drive.

put your 98 cd in
At the a prompt, make it look like this A:\>E: [hit enter]
At the e prompt (E:\>), type setup [hit enter]

Let us know the exact message you get if it doesn't start the install.
