Yes, but that's how it works for anyone who is overseas, whether they are stationed with the Military or transferred by a private company. However, it's my understanding that personnel at military bases, unlike many private citizens, have a voting officer who is there to encourage and help them to register to vote. It is certainly in the military command's self interest to see to it that their people vote, and that they follow the correct procedures when they do so. If they are not doing an adequate job in making that happen, then it seems to me that at least some of the responsibility belongs there.

Sort of like Jessie Jackson?
