First, did you delete the program shortcuts by going to start button/programs? If so, restore them from the recycle bin. If you don't restore them you will have to manually start each program (that would be a pain in the b**t) from within it's folder or make new shortcuts and add them to your start/programs menu. There may not be a startup folder within the start/programs menu in win95. I don't know.

Yes, having all those programs load at startup is, in my opinion, useless. From what I understand, all this does is make them load a few milliseconds faster when you call on them. They are draining your resources when you don't need them running. Right-click the icons in the systray and usually there is an options or properties link that may enable you to remove the program from loading at startup or being displayed. I would follow mr.marks suggestion about startup manager #reply-14872414 and he is much more familiar with 95 than me.
