There are a number of CDMA tricks that are manufacturer dependent and not part of the IS-95B/C standard and yet they are "essential".

Relative power allocation to pilot, paging and traffic on the forward channels is one of them. Even more essential to the quality of the airlink is the dynamic adjustment S/N of the outer loop power control. (=sets target Signal to Noise as a function of Frame Error rate). This process too is manufacturer dependent...and pretty fundamental.

Qualcomm spent more than 5 years tweaking these parameters. Anyone (read WCDMA camp) not wanting to sit down with Q will have a really fun time trying to work these out on their own!

Next year will be full of tearful, contrite Enaki-like statements.
