My understanding of the situation is that they have to be signed and dated on the outside of the envelope. No one has to sign and date the actual ballot in the U.S.

The problem lies in there being no area on the envelope that states they are supposed to be signed and dated on these ballots from Florida.

(I have not actually seen one of the Florida absentee ballots.) In my state there is complete instructions on the envelope and places to sign and date.

Now if a rational person (the percentage who filled out a name and date on said envelopes - would determine this) could not figure out how to legally vote in Florida then Federal laws against denying people the right to vote would be broken.

The percentages where, of course, astounding.

Dear Ish: The OUTSIDE of the envelope is supposed to be at least dated I believe. Course those instructions are not that clear from what I have been told. Actually, its even worse then people talk about. there are instances of mail sent to parents home and remailed WITHIN THE TIME AND RECEIVED POSTMARKED WITHIN THE TIME and THOSE were thrown out cause they dont have an APO stamp. So even those servicement who TRIED to have a postmark were thwarted. Other cases of LETTERS from commanding officers accompanying a batch of letters indicating the date and the fact they didnt have time to get each letter stamped, those were thrown out, and the list goes on. If Bush loses the court case on these military ballots then all I can say is SHAME ON OUR COURTS. JDN
