Chads don't fall off ballots unless they've been poked out, and are just hanging on. That's how they're designed. Did you see the article where the Wall Street Journal reporter took a ballot home, waved it in the air, knocked it on the side of a table, rolled it up, ran over it with his car, etc. He said no chads were dislodged.

This charge is just noise, and an attempt to turn the recount into a circus.
