I think it means that you keep the GSM switch and network and you connect via the IS-41 MAP interface and use CDMA handsets and basestations over the top of it.

If so, this means that they will use the standard Q handset chips and basestation chipsets. the only peice used will be the old GSM switches they already paid for.

Two of Com Dev's Chinese customers Huawei and ZTE, which Ainsworth described as the Chinese equivalents of Nortel Networks Corp., will become the dominant builders of a 250 city GSM overlay cellular network in China next year. The Chinese government has mandated that 40 percent of the equipment that is used in these new networks be sourced locally, which bodes well for Com Dev. ``There is a huge opportunity (for ZTE and Huawei). We are now a domestic employer in China so we are positioned to be a supplier for this inter-city mobile system,'' said Ainsworth.

Looking at the Com Dev website it looks like they supply all three major wireless standards (TDMA, GSM, and CDMA)....and are also moving towards 3G (HDR and W-CDMA). Since GSM never overlays anything (not even analog), I dont think that this would indicate a new GSM network. The two possabilities would have to be some form of IS-95 and W-CDMA.

Hmmm....also interesting to note that they mention the two biggest proponents of CDMA in China specifically. The sceptic in me finds it hard to believe that a GSM overlay is actually in the offing....the only other time we have heard this is from Tryhard (i wonder where he went?). Com Dev's earnings report is scheduled for Dec 4th with the CC the next day. Hopefully they will touch on this along with HDR....
