Are there non Qualcomm licensed CDMA handsets ASICS out there? At any rate, outer loop power control and logical channel power allocation are managed by the base station subsystem. On the other hand, just as GSM handsets differ in performance, so too will CDMA handsets, and something tells me that Q/Spinco ASIC chipsets will be just a little better than the licensed ones.
