Good question.

I think Gore, in that one circumstance, would then feel that it's not in the best interests of the country to continue the recounts.

Gore would then exalt the idea of no election being tabulated with 100% accuracy, at least in 2000....

but in 2004, gore and the machine may think we may need to look for 100% accuracy in certain (still to be determined) areas.

Knowing full well that hand-counting only his counties would skew results in his favor, he had a chance to ask that all counties be counted in a fair manner. Too bad he didn't choose that option. Bush might have prevailed concerning the hand-counts themselves being innacurate(unlikely), but Gore at least, would be standing on higher ground.
