If there is a dimpled ballot, I see there are two possibilities if not more

a. voter wanted to vote
b. voter changed his/her mind and decided not to vote

Which one is true?

Since there are choices, the dimpled votes should not be counted. This is akin to unless proven guilty you are innocent rather than
