Jim, could you provide a quick synopsis with regard to Allan Smith's views on the "alleged budget surplus"..

I think we all understand that surplus Social Security Trust Fund (SSTF) money is included in the government's annual spending and "IOUs" placed in it in the form of 10 and 20 year T-bills.

I would just like to know if he is suggesting that there is no surplus because the government is spending more than it is taking in from taxes, general and FICA.
