The only info I've seen on this is an old National Bureau of Standards study that says the error rate on machine counts is 10 times that of manual (3% vs. 0.3%). In some states, they do a quick check on the cards and remove any hanging chads that will interfere with the counts. But not Florida.

This doesn't say the same error rates will occur under um field conditions.
