Yes, almost. But they don't tell you how many dsl lines being [re-]sold by ILEC competitors are using ILEC line sharing [piggybacking]. Odd, since this was a federal mandate, no? Then again, after just looking at it a second time, it appears to be an accounting from an end user perspective, and not a carrier view.
