The formula is the same as for deciding how many House members a state gets. Each state gets one elector for each member of Congress. So each state starts with two, one for each Senator. Each state gets a minimum of one representative in the House. House representation is apportioned among the states according to population. I'm not sure what the current number per representative is, or how it's set. The Constitution says one per thirty thousand, but that's obviously not the formula being used.
