I agree, but in a situation this close and where "every vote supposedly counts" I think you have to go all the way. "Lower" is not "None".

Also, it's definitely not the case in the Cuban areas of the democrat districts that Miami decided not to count after Gore didn't pick much up in his best neighborhoods. :-)

I see Gore winning unless there are aspects of the law that I don't understand that prevent the "partial" manual counts from being included. I know nothing about the law.

Gore will find the votes among the pregnant chads, dimpled chads, possibly dimpled chads, chads that were intended to be dimpled, or elsewhere. :-)
