Doesn't Congress have to certify each state's electors?

It's my understanding the electors are actually certified by the states' legislatures. Congress counts the electors votes and CAN challenge a particular ballot if an elector changes from whom he has pledged to vote for. Then again I may be wrong also.

I think Congress is obligated to resolve any challenge to any objection to an elector within 2 hours. The unknown factor here is about phillibuster. Does that still work in the Senate for this kind of conflict?
