Agreed. Now a second thought.

A recount is a recounting of the vote after it's been counted one time. To count again after that would not be a recount. It would be a recount of a recount OR a second recount, but it would really be a third counting of the vote. Should another count occur after that, then we have a third recount (4th count). When we consider this we must consider costs and benefits. I say the legislature's desire was not to recount recounts. This must be questionable and needs to be cleared up.

Btw. I hear felt tipped pens to mark ballots worked in one county in Florida very well.
