Since when has cost ever been a deterrent to an RBOC ;-) I think it stems from the simplicity of a hand held transponder (the cell phone itself), as opposed to the costs and the levels of orchestration that would be required to effect similar results through triangulation. More importantly, however, I think a lot has to do with the federal mandates to get things done. Yesterday, preferably. Otherwise, the more complex solutions, probably citing improvements as well, have often been favored by the monopolies. Witness, ATM and SONET versus IP, a defining distinction that only grows with time, IMO.
