In Illinois only a visible punch through is counted and in Texas a dimpled chad is counted only if both candidate agree to a manual recount or a recount that includes dimples.

In Florida in Palm county the direction in 1990 or so of one of the democratic members of the canvasing board stated just about the same thing as the Illinois law.

Massachusetts may have some other rules but having lived in Massachusetts I can certify that all democrat politician are dumber than dirt. Also a closer scrunity of the Mass law might also show limitations on chad dimples.
