TP,

In my opinion, the two counties which did not complete the manual recount did so intentionally. They did not have the votes which would have given Gore the lead. Therefore, by NOT completing the recount they still can ask for another manual recount (which is what they are doing now). Their hope remains that another recount can produce more votes from those questionable pregnant, dimpled chads.
