The Florida Supreme Court indicated in its ruling that the decision to conduct a manual counting of the ballots rests with the local canvassing boards. The Gore team has selectively chosen to overlook this point.

All we've heard on TV from Big Al is "the will of the people . . . the will of the people." What Al has failed to comprehend, and more importantly communicate, to the American people is that the "will of the people" according to the Florida Supreme Court is expressed by the decision making of the local canvassing boards. The people have cast their ballots. It was up to the local canvassing boards, as elected or appointed representatives of the people, to decide whether to conduct manual counts, and whether to and how to include dimpled chads, if any.
