Bosco:

PB blew it since they took a day off and missed the 5PM deadline. They knew the law. There are always consequences to decisions and for someone to think the PB did not know this means they are not being objective in their outlook. They either thought they could make the deadline and were wrong or thought they could miss the deadline and the results would still count. Hey we've seen the FL SC change the law once already so its not out of the question for them to change their own ruling. Why if they do make the change it would give them a chance to change thier mistake of using the Illinois court case, which they cited, but the case was opposite of what they cited it for.
