X, I'll bet you're expecting some elaborate analysis of the relative merits of administrations. What you're going to get is one sentence.

I don't think there's any real difference.

I think it's mostly a function of the quality of the appointees they bring in. Some are dedicated and talented, some are mediocre, some are political hacks, and a few are downright scary. The same variety appears with each new administration. Working with them varies from place to place and is just the luck of the draw, IMO.
