The Department of Environmental Protection for the Commonwealth of Massachusetts has issued approval for a determination of need permit for a facility in Uxbridge, Mass., using IBR's enhanced ATAD process to produce liquid and solid organic fertilizers.

The commonwealth issued the permit to Uxbridge Food Processors on Oct. 25, 2000.

The department has determined that the Uxbridge property meets the requirements to site the proposed plant using the technology reviewed by the Strategic Envirotechnology Partnership (STEP) program.

The STEP Greenbook technology summary report is entitled Fertilizer Manufacturing Through Enhanced Autothermal Thermophilic Digestion (May 2000), and was submitted as an appendix to the permit application.

The STEP report, announced by IBR in a news release dated Oct. 19, 2000, illustrated the effectiveness and commercial potential of the IBR technology.

The company confirms that it is currently engaged in negotiations with Bio-Dynamics LLC, Uxbridge Food Processors and other interested parties for the purposes of establishing a joint venture with a view to constructing a proposed IBR facility in Uxbridge, Mass.

Bio-Dynamics LLC previously applied for and received ratification from STEP program and partnership with the Commonwealth of Massachusetts.

"This process, which was started by the STEP report, has been a time consuming experience which has engaged the financial resources of several parties for nearly two years.

It is very rewarding to have IBR ratified by a major environmental research body like STEP leading to the issuance of the determination of need permit.

Obtaining this permit is a significant milestone towards constructing the first IBR plant in the United States", stated Ben Van Dyk, president, International Bio-Recovery.

The company will report further developments on this project, as they become available.

A copy of the Determination of Need permit and the STEP report are available from International Bio-Recovery Corp.

Applying biotechnology and fermentation engineering principles, and providing the optimal environment for naturally occurring thermophilic bacteria, IBR is able to produce specific biological ingredients with a wide array of commercial applications.

IBR products are well below the limits for heavy metals and vector attraction set by Canadian Standards and the Environmental Protection Agency for fertilizer.

Process control allows for the production of customized products for a variety of applications 365 days per year.
