Yes, that's true that Bush could have taken the honorable way out, and still won the election.

But to put Gore above that level is misleading.

Both candidates have had the chance to put the country ahead of blind (and, IMO, foolish and misguided) ambition. And both candidates have failed, miserably.

(And that is a bigger reason why the market has performed poorly than the uncertainty of the election. And both of those reasons pale next to the slowing economy.)
