He is seeking counts of uncounted votes only from territory that went for him. He recognizes that fairness dictates that all territory be hand-counted(by his offer to Bush), yet he to this day refuses to officially, in any regard, request a full fair count of all territory. If he has his way, no one will accept him, save possibly you, who is perhaps one of the 4% who think the four counties requested by Gore should be included alone.
