You can keep reposting those statutes until the cows come home, and probably will.

1. An application for an absentee ballot is NOT a voter registration application, so the first statute you cite is completely irrelevant here.

2. I have seen no facts that even suggest that anybody but the voters ordered or requested absentee ballots. Assisting somebody else to order or request a ballot is NOT a violation of law.

Give it up. Obviously, you simply can't read statutory language.
