As you can see, this "Clearly ascertainable intent" introduces subjectivity. This law should be thrown out also...

Juries are also subject to subjectivity, but being judged by one's peers is a right most people would not want to lose... It's the same with hand recounts... These are everyday citizens... Most are fair... I'd rather have hand recounts done by an average citizen than by the military, as is done in other countries...
