The issue of states right has been one that has run throughout this country's history. As you are aware, the Civil War set some rather strong boundaries on exactly how far the rights of the states can go. The right to secede existed in the Articles of Confederation, but was removed, well never put in, the Constitution.

I am of two minds over states rights. One the one hand, local control is a lot more responsive. On the other hand, graft and corruption is so much easier on the local levels. Tough choice.
