What is your source for this claim? Another "forecast"? The statement sounds non-sensical to me.

Of course, both candidates by and large campaigned for electoral votes rather than popular votes. That's why Gore spent little if any time in Texas and Bush spent little if any time in Massachusetts. Bush, however, could be said to have done some campaigning for popular votes in that he did make a "victory lap" just before the election visiting states he didn't have a good chance of carrying. At least, that's what the editorial page of Investors Business Daily said after the election.
