Did the "State" make sure that those "operatives" did not including unique voting instructions? (VBG). Why is it illegal but for the applicant to fill the applications? Last, if it is illegal (for whatever reason), then why treat these applications and thus ballots more leniently then than other voting mistakes? Like, for instance, not pressing hard enough. I really do not have the answer to any of these questions, and I doubt that Gore will challenge those 4700, since it may contradict with his effort to count "all votes" cast. If I was him, however, I would "package" all "irregular" votes and ask the court to either throw all of them out or accept all of them (as long as none was a fraudulent vote). In any event, the protest is going on, and until the courts make their decisions, we really will not know the outcome of this election in Florida.
