I think you have properly identified some of the issues of doing a statewide
recount:
(1) It requires a consistent definition of what a vote is that is uniformly applied.


Yep, and the Bush team could have solved this by working to get the recount done in a consistent manner and working with the demos to define what is countable. This reminds me of my job.... folks that complain about problems go no where, folks that identify problems and present solutions are the leaders. This is what worries me about Bush.

(2) In the unlikely event that a uniform standard can be defined and uniformly applied it is reasonable to expect that the votes for both candidates
would increase by a similar percentage thereby not changing the result.


That assumes there was a equal percentage of tossed ballots in each county. I'm guessing that there wasn't based upon the objections Bush has been raising to the recount.

(3) At best the election gets dragged out for a period of several weeks, thereby preventing President Elect Bush from getting his term of office
properly planned and initiated.


It doesn't appear that the Bush team is waiting to plan.
