It would seem to me that her decisions as set forth by the legislature were pretty cut and dried. No real need to recuse yourself when your not making arbitrary decisions. Only real monkey wrench came in when the FSC decided to rewrite the deadline. She waited that out and then took the counts that were complete and accurate. Doesn't really seem to be much decision making there IMO.
