Lots of people vote for local offices and state offices without voting for President because for some reason they don't want to vote for Brown, Buchanan or Nader and they dislike both Gore and Bush. So it's perfectly understandable that a ballot would have some votes but not a presidential vote. Guessing what someone wanted is not counting, it's voting for them.
