Lots of people vote for local offices and state offices without voting for President because for some reason they don't want to vote for Brown, Buchanan or Nader and they dislike both Gore and Bush.
So it's perfectly understandable that a ballot would have some votes but not a presidential vote.
Guessing what someone wanted is not counting, it's voting for them.
What a very crooked election this is.

he led us to believe that 1000's of Dade County ballots have never been counted

when in fact, they were machine counted twice
they have yet to be hand counted according to the Gore criterion
i.e. "no vote" equals "vote for Gore"

this could be amplified by the press and media
but only if they choose to amplify

Approximately 2% of voters nationwide choose to not make any vote for president while voting for other choices on their ballot.

PBC/ Broward, Miami/Dade had a similar % of no votes. These are what many Democrats are pointing to as votes not yet counted once. Misleading spin IMO.
