Gore didn't have the authority to offer a statewide recount With the Republican machine in charge of the Office of Secretary of State and State Canvassing Board, Bush could have anything he wanted included an entire state hand recount. With an agreement, there would be nobody there to object.

You cannot make up rules as you go along.

Why not? One set of rules for us commoners and they don't apply to Clinton/Gore. We've been doing it for eight years now.... <g>
