No there's a subtile difference. He said "he wouldn't object" if Bush asked for hand recounts.

Big woo. Looking past Gore's greasy presumption that Bush need his permission in the first place, he knew Bush had no legal standing to ask for the recounts anyway. Just more slick use of the language from folks who could have taught the serpent in the garden a thing or two.

Gore only called for a hand recount of the entire state..if Bush agreed and in the same sentence called for a meeting of the two.
