Time is a constraint on the transition of the next President into his Office. On January 20, not only will we not have a President or a Vice President, we won't have a Secretary of Defense, a Secretary of State, a Secretary of the Treasury or any other Cabinet members.

What happens if Saddam Hussein and Bin Ladeen decide to take advantage of the situation? Even if Dennis Hastert is acting as President, who will be helping him? When the Constitution was drafted, weapons of mass destruction did not exist, and it took weeks for ships to sail from Europe to America.
