It could be a good idea. I can't imagine why Bush chose the tactic of supressing votes instead of counting them all, in whatever state he thought they should be counted. History has not been kind to Presidents who gain office through trickery and technicality instead of the popular vote. Not only does the candidate lose, but the party folds in disarray a few years later.
