Only Bush campaign workers were allowed access to the requests. The requests of Independent and Democratic workers for similar access were denied.

The remedy is to disallow the "fruit of the poisonous tree". If you allow fraudulent votes to count you are creating an incentive to engage in future voter fraud. A thief is not allowed to keep his loot.
