Srexley--Many state legislatures, for example, cannot enact laws which require money in order to implement those laws and not provide money sufficient to enact the law. New Hampshire is one example. Similarly, you cannot pass a law giving a candidate the right for a hand recount and not provide a reasonable length of time for such recounts to take place. Don't you understand this yet? I've been writing about this ever since Ambassador-elect Katherine Harris imposed the will of the Bush Campaign into the Floridian election.
