WASHINGTON, Nov. 28 (UPI) -- Having determined nothing can be done to compel Florida to count yet un-tallied military absentee ballots, Defense Secretary William Cohen Tuesday directed the Pentagon inspector general to review military voting procedures and recommend changes for future elections.
