Because there aren't enough votes in the undervote in Bush predominated counties to make up for the votes Gore would gain. The population in counties that use punch cards that Gore carried is about 5 times the population in counties that Bush carried. It's not in Bush's interest to count all the votes. He'll lose if he does. Despicable, no?
