Gore made the offer when he didn't have authority to request it. But when he DID have the authority, i.e. 72 hours after the election AND this past Monday in his contest, he passed.

What a sneaky fraud.

Precisely my point. It was never up to Bush to accept or deny any offers about recounting the whole state. NEVER.

It IS up to Gore to PROVE to the state of Florida election commission or Florida governing bodies, whether they be courts or not, that a recount of the entire state is warranted. He has not offered one chad of this proof. He may do it now, but all of this legal wrangling that has gone on pre-cert. was just a waste of time.
