I believe the Antiquities Act give a President to unilaterally create a National Monument. Clinton did it to the world's larges known coal reserve in Utah just before the 1996 election as I recall. You are right though, it can be undone but will it. I believe Bush will really try to bring consensus back to congress and overturning National Monument status of public lands will create the devisiveness I believe he will initially try to avoid. George senior tried to go the consensus route too but he was shangied along the way. I don't expect dubyua to make the same mistakes.
