Ummm, hello..is anyone home? The dems did not need to because their apps were pre-printed with the registration number. What was done was totally legal and ethical. There were a number of ways to rectify the situation. The apps could have been discarded and new ones submitted. The voters could have come in and picked them up, taken them home, put the number in and taken them back. Or, someone could simply write the number in. The path of least resistance was taken, and it was legal.

The Democratic applications were not rejected for failing to have voter numbers since the Democratic machine had already included the numbers on their supporters ballots.
