Gore's strategy has been to let the counting drive the law. The courts don't feel his need for urgency when there is no counting going on. They talk of Miami-Dade as if they'll be Gore's ultimate white knight. Statistically, the county as a whole did not favor Gore that much. Only the sampling of the most heavily democratic precincts did. It's laughable to watch people try to extrapolate that.
