I believe groups here in California can get a list from the Registrar and then send you a request for an absentee ballot.

The voter ID number correlates with his registration. According to the news reports, the numbers were to have been printed on all applications, Democratic and Republican. They appeared on the Democratic applications, but, due to a printer's error, did not appear on 80% of the Republican applications. As far as I know, the legitimacy of the printed numbers is not at issue. By this time, you should have come upon my post of the AP story, and the link to MSNBC. That is the most complete story I have found......
