I believe groups here in California can get a list from the Registrar and then send you a request for an absentee ballot. primary96.ca.gov 3. Voter identification number: The number (or bar code equivalent) used by the local elections official to identify a voter (affidavit of registration number, or other number) may be required by that official to be preprinted in the box labeled "FOR OFFICIAL USE ONLY" if the individual, group or organization distributing the forms is preprinting the name and/or residence address of the applicant. If the individual, group or organization is not preprinting the name and/or residence address of the applicant, this requirement does not apply.

The voter ID number correlates with his registration. According to the news reports, the numbers were to have been printed on all applications, Democratic and Republican. They appeared on the Democratic applications, but, due to a printer's error, did not appear on 80% of the Republican applications. As far as I know, the legitimacy of the printed numbers is not at issue. By this time, you should have come upon my post of the AP story, and the link to MSNBC. That is the most complete story I have found......
