I do not think these voters were confused. Usually with a form you fill out all of the spaces where information was requested. If there is no space requesting this information then it is unreasonable to assume the voter knows it is needed and place it in the margin.

In fact Gore's team is doing everything in its power to THROW OUT 15,000 votes in order to win. We can't have those absentee voters count can we? After all, some of them may be military votes.
