I agree on blame, but believe it will be the winner after he's in office for awhile who will be blamed and not re-elected in 2004.

Any strength at this point will be fleeting and very brief in timeframe. Any stocks that have been exhibiting weakness overall will push lower after a failed attempt to rally. The technicals are ugly - the fundamentals are just as murky. Also, keep in mind that CSCO hasn't even broken the 50 level yet.
