A crisis is always the time when the tightening of political power is easiest. In fact, crises are often invented for that very purpose.

because politicians can be relied upon to react in this manner. faced with economic crisis as opposed to a boom, they will always go the populist route, see e.g. FDR, whose policies deepened and lengthened the great depression until WW2 came along to bail the economy out.
